I didn't write this clause but I would expect that a consumer who could even be a Republican (I doubt that there are disclaimers prohibiting them from benefiting from this clause) were to buy a refrigerator that was extremely expensive yet was able to run on very little electricity, that they could send in a coupon, and get a stipend sent back… Most likely it will be taken off at point of purchase…. or perhaps they can deduct a discount from their taxes should they itemize..
Ok, so this causes people who would buy regular refrigerators to shift upward and buy energy efficient ones..
Hmmm….. Really…..What a great idea….. I could use one myself… I might just look into that option should it pass by overwhelming support… Now energy efficient refrigerators use 90% less energy than non efficient ones… So…. if $300 million worth of rebates cause those refrigerators to all save 90%, that is less energy expensed per day that was just wasted… poof….
That 90% of savings money gets saved by every household and can now go get spent somewhere else…
But wait… depending on the amount of the rebate. say $100 dollars, why that's 30 million new refrigerators that will need to be built…

That is how this bill stimulates the economy… The same way giving away $100 certificates to fly would increase Delta's profit margins and stability due to increased traffic. It would certainly increase hire ability in all those airport restaurants and shops….

I'm confused as to why you think the LBA strategy represents a subsidy to electricity consumption… I think of it as an endowment, or a lump-sum subsidy, which should not affect the price of electricity, nor the level of electricity consumption (are you worried about income effects?). If you believe in Coase (and don't you have to believe in Coase if you believe in Cap-n-Trade?), the allocation of the permits shouldn't have an impact on the price of the permits. It certainly should not “reduce the price impact felt by electricity consumers (relative to 100% auction), but INCREASE the price impact everywhere else”… What am I missing?

Material items are not nec. The one thing I will say is, a card, flowers, or gifts that are three or more weeks after the event are rough.
