Firstly congratulations on a good start to your PhD work.
My comments are similar to those already given. I do agree that external e-readiness factors are not necessarily more important than internal factors. They are both important to different degrees – in my experience it is the internal characteristics such as that of the owner that are the most important. There should be literature available to support this and perhaps this is something that you can verify during your PhD.
In my opinion the framework is too simplistic, although I do understand the concerns that a more detailed version may be confusing. One aspect that is not apparent to me is how e-readiness and aims and strategies lead to Internet Marketing, perhaps you can provide a brief description of this. Also, I think that it is important that you list the factors relating to e-readiness and aim & strategies in order for us to be able to make more comments. Along these lines, consider including contextual characteristics that might influence the internet marketing strategy, this may be for example the industry (ie. Tourism, hair dressers, book stores etc may all have different market forces leading to their specific market strategy or perhaps explain why there is no internet marketing strategy).
Furthermore, by looking at the model it seems that evaluation is the final phase, however, this is more likely to lead to some kind of refinement in most cases. Therefore, consider some kind of iterative loop.

Do try to investigate that beyond which is already known, this will make your work more interesting and be useful for you in terms of publications.
Given that we have entered 2010, I wonder if there are some other factors that you may need to consider in the e-readiness phase – that is factors relating to the business/owners/industry concerning why the business are not already online. Remember, in the case of small business an internet strategy does not need to be in narrow terms of a website, in many cases they will be online through email, portals, directories, e-bay etc. Along these lines, it is important that you define what you mean by internet marketing strategy.
Overall it is a good start, however, I think we need more information to be able to make further comments. A diagram and a couple of paragraphs is not enough to generate in depth discussion – I should know I have run a similar expert panel before
